GPS is available 24 hours a day in any weather to anyone with the proper GPS receiving equipment.

Although GPS was designed for military use, many thousands of civilians also use this technology. The satellites actually broadcast two signals: one for military use only and one used by both the military and civilians. There are no restrictions on who can use the signal available to civilian users since you only need the proper GPS equipment to receive signals from the satellites.
